Issue:
The customer is leveraging PROFILES for their user schema management. These PROFILES are set up so the user schema passwords for the ALM/QC databases never expire. ALM does not support this feature in Oracle.
Solution:
1. Grant the admin ALTER USER permissions so they can manually update the user schema profiles through SQL Developer or TOAD
or
2. Grant the ALM Admin User ALTER USER permissions and leverage a custom built utility to create projects, and alter the profile on project generation.
