Issue Summary:
When trying to execute a BIRT report, the user is notified that QC Sense is not enabled.
Resolution:
In order to enable the BIRT reports the following parameter should be added in ALM Site Administration Site Configuration tab:
Parameter: ENABLE_PERFORMANCE_MONITOR_BIRT_REPORTS
Value: Y
NOTE: There is no need to restart the ALM service.
